This is dual filament so it is for a running light and brake light, you can omit the wire for the brake like if you wish. This is also what is known as a bee hive or beehive style tail lamp. There may be some details an AMCA judge could pick apart but as a VL owner ourselves, this is one we run on our own bikes.
